Abstract

Requirement volatility is a major challenge in software projects because frequent changes in functional needs, business rules, user expectations, interfaces, and compliance conditions can directly affect project cost and schedule. When requirements are added, removed, modified, or reinterpreted after planning, project teams often need to revise design documents, source code, test cases, database structures, deployment plans, and user documentation. Traditional project estimation methods usually assume a stable requirement baseline, but this assumption becomes weak when change requests continue throughout development. This article focuses on requirement volatility and its impact on project cost and schedule by examining how requirement changes create rework, increase coordination effort, delay testing, and disturb planned delivery milestones. The study discusses how volatility tracking, change impact analysis, prioritization, approval control, and traceability can reduce the negative effects of unstable requirements. The article concludes that effective requirement volatility management can improve cost control, protect project schedules, reduce rework, and support more predictable software delivery.
